One friend asks:

Would anyone know if there are any checks and balances proposed for use of monies which are currently paid in interest to rich nations. Will this “saved interest” payments go into health and education or into the pockets of corrupt politicians – in other words, will the poor be any better off – will it in fact alleviate third world poverty? (By the way I am all in favour of it, just want to feel that it will really make some difference).
