Paul, in Galatians 4:6ff (which is the oldest written account of the origins of Jesus) and the Gospels of Matthew and Luke (which are the next- oldest) describe Jesus as Son of God, but none of those texts say anything which would support “fully God” or “truly God”. They all stress his humanity.
John (1:1ff) and the Council of Nicea (325CE) stress the divinity of Jesus, and rather labour the point that he is, was, and always will be God.
These are not opposed to each other, but they show that the Church took some time (and considerable argument) to conclude that Jesus is/was fully God and fully human. But since 325 that has been the teaching of the church and, by definition, what Christians believe.
